1996 Chev Monte Carlo Malfunction - Engine

Question: 3.1 V-6 Auto Engine starts fine when cold but idles @ 2000-3000 RPM. Will not "kick-down" at all. Have to shut off and restart when engine begins to warm up to bring idle down to normal. Runs fine when warm.

Owner: No codes show on the OBDII check
Technican: What are you dealing with for temperatures? Check resistance of coolant sensor vs specs. If coolant sensor reads okay (read value on a scantool if possible) look at the idle speed motor itself. Always be sure to check harness and connectors. Lastly could be a pcm (computer) problem. (I didn't find any service bulletins for this problem)
