1990 Chev Corsica Chugging - Engine

Question: When I turn on the car, the engine chugs like it is going to stall out. It has never actually stalled. Also, when i'm driving at lower speeds, it seems to sputter some times, like its out of gas. It only started doing this after my radiator hose burst. I patched it up for a couple days before I could get it fixed. After it was fixed, it started doing this. After driving for longer periods of time, it gets better, until I have to stop...then it continues again. Ive changed the fuel filter, and air filter, and it seemed to run a little better afterwards. Also, ive noticed that the cooling fan doesnt seem to come on. ive been told that its probably the fuel pump, but i dont know much about cars and dont want to have things fixed and still have problems. please help.

Technican: Before we get started with diagnosis let us know which engine is in your car. And if the check engine light stays on at any time while driving.
Owner: the engine is a 2.2L and the check engine light has never come on.
Owner: I also just had a friend look at it the other day, he checked the spark plugs, the wires are are in pretty bad shape, and the plugs could use a changing, but is there anything else that could be wrong?
Technican: Start with new spark plugs and wires. Buy AC Delco brand plugs and wires. Frequently cheap wires fail quickly on gm cars (sometimes bad right out of the box). Napa Beldon is another option for wires. Want to change these parts yourself? I can offer instuctions. When a car with your complaint comes into a shop, reputable shops will perform a tune-up if it's overdue. This often fixes the problem or improves the running condition to a point that enables accurate diagnosis of any other faults. The most common mistake DIY's make is to throw sensors at the car, usually at the advice of an unqualified individual. On the other hand regularly scheduled maintenance items should be replaced. Install new plugs and wires. Then when it's dark out look under the hood and see if there's any spark escaping from the coils while the engine is running. Be very careful around moving engine parts!
