1997 Chev Cavalier Won't Start - Ignition System

Technican: first thing to check is your starter. Are you hearing a clicking noise when you turn the key to start? If yes chances are your starter is bad. Owner: There is no clicking sound. Do you think it is the spark plugs or probably a fuse?
