Technican: Try holding the pedal to the floor to shut off the fuel. It does sound like it is flooded. I have come across two cars, one being my own that tends to flood if started, driven a short distance, or just turned off after 30 seconds. I have not been able to find out why. I just hold the throttle down until it starts. When driven for awhile and shut down. This does not occur. Both of these cars are quite new. I will keep checking.
