Technican: Hello, I haven't seen this problem for a good while. I worked for a Chevy dealer in 1986 and if memory serves me, there is an output voltage from the cars' computer that powers the digital portion of the instruement cluster. The first cluster failure may have taken out that 'output' from the computer at the same time the cluster failed. Or, only the output failed and the cluster was believed bad (impossible to bench test in the field ) therefore, a different cluster wouldn't work either.
When it comes to electronics, nothing is more important than a good clean and tight ground connection for the related circuits. Nothing is worse than electrostatic discharge.( static electricity ) I no longer have the shop manual for your car to pinpoint the wire color of the cluster power feed from the computer or the ground wire connection location relative to these thoughts.
