1989 Chev Camaro IROC Malfunction - General

Question: the horn is stuck, I want to either disable it or repair it. when you take the cover off the steering wheel you can see a loose cable, when it touches the metal inside the horn blows.

Technican: That loose wire has to be isolated to a post.When the horn is engaged (Pressed)the wire hits any piece of metal and sounds the horn.
